I believe FF said, "It doesn't matter who you are, it only matters who they think you are."
I know FF was friends with many famous people. Perhaps he was friends with Kissinger? Not sure. That quote sounds quite similar though.

@ravenhome777 Rodger Kennedy said something similar in the intro to his book Hidden Cities, concerning the financial markets.
